Reapportionment
- assigning a number of
seats to established
districts where the
boundaries of each district
do not change but the number
of seats (members) per
district may change.
Redistricting
- changing district
boundaries to reach an
assigned goal where the
number of seats (members)
per district do not change,
but the boundaries may
change.
Compact
- composed of units closely
grouped together.
Contiguous
- all parts connected in one
single polygon.
Gerrymandering
- drawing a district with
odd shapes to create an
unfair advantage for
some party, person , or
group .
- Racial
gerrymandering -
using race as the
predominant factor in
drawing a district.
Majority-minority
district
- a district where the
minority population (black
in Louisiana) has the
opportunity to elect a
candidate of their choice
(usually 55% or more
minority population).
Packing
- including minorities in as
few districts as possible
thereby creating
supermajority-minority
districts with minority
populations of 70% to 90% or
higher.
Fracturing
- dividing minority
communities in two or more
districts thereby preventing
the creation of a
majority-minority district.

Ideal
District Population
-the total State Population
divided by total number of
districts.
Deviation
- the difference between a
district’s population and
the ideal population

Overall
Deviation Range -the
population range of the most
populous district and least
populous district in a plan
expressed as a positive
number of percent.
